Unless you are planning to drive up icy 45 degree inclines AWD isn't necessary at all. It only helps to get you going from a stand-still and with proper winter tires that shouldn't be a problem on normal roads anyway. AWD actually increases braking distance because of the increased weight.
A FWD with good winter tires will have no problems at all with the conditions you describe.
PS: A Jetta should handle fine in the snow unless you drove it without appropriate tires.
