The most likely reason that GM stopped offering Onstar in the 93 is that the AMPS (analog) cellular system is, by 2008 if I recall correctly, going to be allowed to decomissioned by the FCC.
When that happens, and the cellular companies turn off the AMPS system, all current AMPS cellular Onstar systems will stop functioning.
The Onstar installed in the 93 actually does have a digital interface to the rest of the vehicle, through the O-bus. What is analog is the cellular interface, which is AMPS, as I mentioned.
GM would have had to design a new Onstar module with an O-bus vehicle interface and with a digital cellular interface--and it would likely only be for two model years since the 2007 93 is reportedly getting a "black tie" entertainment unit (same as used in several other GM models and the current 95), and so I suspect that will no longer have the O-bus.
In their view, it probably wasn't worth the development costs.
