Hey -- been a few years since I did the European/military delivery at Goteburg, but thinking about it again for our next Saab [currently happy w/ two 97 9000's: Aero & CSE].
Saab takes care of EPA pre-clearance, all customs clearance, all port fees etc. The military deal used to require you picking it up at one of four ports [I picked mine up in JAX, FL] vs the European delivery package in which they'll ship it to the dealer nearest you for "prep" and pickup. There is no prep, the car is taken care of well duriing the trans-oceanic crossing and a run through the car wash was all I did when we shipped our new turbo back.
State sales tax: probably going to hit you when you return stateside when you register. We drove the car in the UK for a year before we shipped it back and managed to avoid sales tax on our 'used' car when I registered it here.
Overall, huge savings, and the European delivery option includes a $2000 spending money check from Saab to use however you want: airfare, hotels, a few car payments, whatever. The factory tour and museum are excellant, driving a new Saab to Austria -- and I bought Mobil 1 oil there, for the first oil change -- at the time, the first service was at 500 miles and I knew we'd be past that before getting back to the UK].
The break-in restrictions were very few: avoid full turbo boost and don't exceed 5000 RPM in any gear. Of course, after a few days of cruising the autobahn [w/ cruise control set at 115 mph], curiosity got the best of me: what would 5000 rpm be in 5th gear?
It was 140 MPH. Couldn't stand the speed for too long - eased back down to 120 and felt much better.
