Perhaps you assume that an automatic should return to idle as soon as you back off the gas, but torque converter or not, the car is still in gear and the tranmission will down shift and keep the revs off idle.
What happens when you shift into neutral? Then it should go to idle immediately. But in gear, well 1,800 rpm is rougly 40-50 mph in 5th, there would be know way for the car to return to idle without selecting neurtral.
