Temporary registrations are only valid for 15 days in Michigan, so that expired in mid-June. Since we were transfering plates from our old Astro van we had a plate, just no paperwork validating that it was to be worn by our 9-3SC. It took us 10 weeks to realize we had never received the registration or title, in the meantime we had accumulated 4,300 miles while driving in 13 different states!
The Secretary of State (Michigan equivalent of DMV as well as other functions) would not process any application for registration or title on this car because it was already titled to someone else. Unfortunately GMAC could not find the Title. Eventually GMAC found it after 4 weeks in their "Lost & Misplaced Documents Office" in Texas, the second spot they should have looked.
Week #1 - time wasted while waiting for some dip-stick within GMAC to process a request for a duplicate title.
Week #2 - time wasted waiting for same dip-stick to perform same job function after it was discovered he hadn't done it in week #1.
Week #3 - finally get right person in GMAC to request duplicate title, wait for Secretary of State to process request.
Week #4 - GMAC receives duplicate title, signs off on duplicate title, and forwards to Dealer. GMAC finds original title and sends to Dealer.
Week #5 - Dealer receives all required paperwork to process my application for title, but learns that original title is enroute too. Dealer decides to wait for original title to arrive and process this with the other papers. This decision changes the entire process at the State Capital. Application can no longer be done "live" by Dealership personnel while they wait at the counter, must be expressed to other various offices adding one more week.
First day of Week #6 - Registration is hand delivered to us at our house by Dealership Sales Manager.
My brother-in-law who sells Chevys on the west side of the state got heavily involved in the process after week #2. He had GMAC personnel calling me at home almost nightly giving me status on the whole process! (I knew each day precisely which FedEx office had my document package.) Without my knowledge he was also calling the Sales Manager daily and giving her hell for not following this problem closer. It was very interesting listening to the Sales Manager's story as it changed from day to day, and comparing it to what I was hearing from GMAC. The GMAC folks were completely shocked and baffled by the final one-week delay.
Oh well, it is finally closed.
