If the quality of the dash is improved, then it's a step up. THe Black Tie radio is already a huge improvement over the current radio-with simplified controls and a superior navigation interface compared to the current one. With the TEL buttons disabled on the current dash (for US models), there's a lot of useless buttons that needed to go If/when they add Bluetooth, it'll add to the value.
Some people may miss the HPV on the center dash, but putting it dead center below the speedo isn't a problem for me.
My first SAAB was a C900 (whose dash the new one resembles). Things change, and change can be good. Lamenting the past doesn't sell cars. If changing the dash puts more butts in a SAAB 9-3, that's good for the brand and it's fine by me.
