it is a science, and the result depends on the user accurately inputting the location of the weight circle into the balance machine. By that, I mean the diameter of each weight circle and the distance between them. Older machines have the user peck the data into the machine manually, newer machines have an indicator arm that is touched to the weight circles. A second issue is the minimum size of weights available. If weights are available in eigth-ounce calibration, the result will be twice as good (half the amount of residual unbalance) as if they are available in quarter ounce bits. Then there is whether the user puts the weights precisely where the machine says to. I had one guy, using tape weights, who accurately observed that a single arc of weights would extend so far that the effect would be incorrect, but then added a second row of weights inside the first, and naturally the balance came out wrong (he was very fastidious and checked the balance again after adding weights). I pointed out that the second row was on a different circle, but that by breaking up the second row into two parts, half inside the original circle, and half outside, it would work out.
I have to say that before the current generation of balance machines, such as the Hunter 7000(?) (which is also available as a GM tool) I *never* got an aftermarket balance that was as smooth as a new car. But now when the tires are balanced using modern equipment (and following the machine's directions) they come out very smooth.
