What is this noise?

I have a 2004 9-3 Aero, when I open the door to the cabin I get a distinct "ticking" or rotation noise from behind the dash ( I think, little hard to pinpoint). The car is not on at this point. After I have started the car, I then get a methodical ticking noise (almost the sound of a clock ticking) from the same spot. I am thinking this has to do with ACC system, am I right in assuming this? Is there anything I can do to fix it, it's getting sort of annoying :) Thanks for any help!
