Since it is a brand new car, it is nothing saying that it can't be an overlooked part somewhere through the fuel system that is not seated properly or maybe broken.
That's what the new car warranty is for to correct things like that.
What does the dealer say? Can they feel the smell at all?
Why did they think the first hose replacement would take care of the problem since it didn't?
Do you start the car inside a garage to back it out and could it be the extra fuel enriched exhaust fumes creating the smell?
Since it is such a new car it might not be a wide known problem yet if it is a defect or broken piece from factory, like the broken fuel line catch on some of the early 9-3 and 9-5
