Well actually there is no such thing, the typical alignment tech may or may not even have a HS degree. If these clowns can't figure it out get a refund and try elsewhere.
A good alignment shop will have no problem centering the steering wheel, but note, this is a seperate operation from doing an alignment in alignment speak. Also a competent shop will rotate your tires and eliminate tire pull as a cause before returning an un-satisfactory job to you.
Goldberger is dead on, as usual, there's really not much aligning to be done. Just set the toe and center the steering wheel, and make sure nothing is outa' whack, really basic stuff that your 1st shop can't comprehend.
Occasionally rear wheels alignment will influence steering, and though that's rare, it's not unheard of, and again a competent shop will come up with the right diagnosis.
