You don't have to remove the old CIM to install the new one. Just expose the back of the old CIM by unclipping the gaiter from the old CIM. Disconnect the connector from the old CIM and connect it to the new CIM and let it hang. Now do your add and everything should work to free up the steering wheel.
Once you get it off, install the new CIM on the steering column and readd it and you should be good to go.
BTW, you do have TIS with a registered hardware key, because you WILL need security access to add a CIM.
