They bought it at auction which means they probably didn't pay much for it so you should have a tremendous amount of room for negotiation. Get the VIN and do a CARFAX or similar to get some background, however limited, on the vehicle. And make sure you have non-dealer financing pre-arranged if you're not paying cash.

That being said, why would you take any 'deal' at their 'asking' price? Offer them 80% of their asking price, or $14150, and go up very slowly after that (e.g., $100 dollar increments) maybe to a max of about $14.8 - 15K. Never 'split the difference.' Skip the four-square charts, etc. Know exactly what you are willing to pay for that particular vehicle -- never just take their price because it seems to be a good deal. And, as always, be prepared to walk out the door.

As a point of comparison, I tracked a 2005 Aero with 16K miles and a 5-spd -- it sat on a dealer's lot in Palm Springs for a few months and ended up selling for $17.6K last February. I would think the '04 Arc you're interested in should go for significantly less than the price of that '05 Aero.
