In your case it definitely sounds as though the water had to be the culprit. I had a similar situation occur around a week ago with my '03 9-3 Arc where all was well with the ACC on my drive into work but I had no fan at all for the drive home. I could make the fan speed go up and down on the ACC display but there was no fan. I could feel a slight trickle of cold air escaping out of the vents. I decided to check fuses, so I pulled the big 40 amp fuse at location 23 in the fuse panel on the side of the dash. It didn't appear to be blown so I reinserted it and everything has been working fine again for the past week. When I pulled it out it certainly seemed to be seated in the fuse block but for some reason it wasn't making contact properly. The car only has 15,100 miles on it and so far my only problem was the dreaded no warning dead battery back in 1/06.
