I have a '03 Arc 6 speed with only 16,000 miles. I'm surprised that no one mentioned the manual trans crunching slightly when shifting in the lower gears (1-2, 2-3, 3-2, etc.). Mine has loosened up when compared to new but I still use a little extra finesse when shifting to help avoid this. Also, '03 was probably one of the worst years for minor interior rattles- even though these can still be present in the '07 models to a certain degree. The door panel rattles are the most well-known of these. A Vector is probably going to have more of these minor rattles due to the sport suspension and 17" wheels. By the way, my Arc has 16" 10 spoke wheels but I still think those '03 17" Vector wheels are one of the best Saab wheels ever produced. Another problem which has hopefully been taken care of in the car you are looking at is the dreaded 'dead with no notice' battery. Mine worked flawlessly for 2 1/2 years right up until it died all of a sudden in my office parking lot. Attempts at jumping were unsuccessful and are better off avoided anyway with this car (perform a search to see the typical results). I pulled a bunch of audio system fuses and made sure everything possible was turned off prior to even trying. A friend of mine didn't do this and blew an amp, which was replaced under warranty at least. All in all if you are a Saab fan it's a very enjoyable car, and you won't see your car in the oncoming lane every five minutes.
