The speedometer will indeed remain accurate IF the tire diameter remains the same. This can be hard to do with a wheel size change.
For example, going from a 215/55x16 to a 205/65x15 gives a slightly larger diameter, 195/65x15 gives about 1.5% smaller, 185/65x15 gives about 3% smaller.
That's why it is necessary to use the tire size calculator or a diameter/circumference number from a tire chart.
