I'm already on top of it all.
But yes, it is many small shops that doesn't want to step up to the 21st Century both in Saab and Volvo repair (and Mercedes, BMW and all the other high end cars) due to the high cost of scan tools and the never ending upgrades of software to be able to access the new model coming out each year.
Some decide to take early retirement instead.
To have full access to Volvo, it is $7000.00/year just in subscription to the website. Then it is about $50.00 per software to purchase for just about any electric part (window switches, rear view mirror, turn signal switch etc, etc) that you replace on the car and need to code so that the cars Network find and enables the part you installed.
It's just like a PC when installing a new hardware.
It will be some generic scantools out there that can access and read the Federal mandated codes but it will not be any smart, cheap scan tools for such a small run of cars like Saab and Volvo that can do what the factory tools will.
