No, it's not safe to leave the coolant in there for that long but since the car by then is way out of factory warranty, it is only you, the customer that gets hurt by it.
The Dexcool coolant used in GM cars is not really that much better than the older type but if it gets replace at regular intervals (every 2-3 years or 30K miles) it works ok.
