It sounds like you are saying the following unassociated items will not work after each engine start:
Wipers
Blower Fan
Power Windows
Headlight
Turn Signals
Is this correct? Then some of these items will begin to work after 10 to 15 minutes of the engine running?
The only thing I can think of that might do this would be a loose ground connection, assuming these items share a common grounding point. Do you have access to a WIS which would show which grounding point these items use?
It may be a simple as a quick turn of a wrench to retighten the nut on the ground post. Or it could be a nasty electrical gremlin that is difficult to locate.
