1) marketing. There's a 250 hp V-6 in the portfolio, which would be hard to sell against a 250 hp 4. But people who want a V-6 don't want a 4, so they'll buy an Audi instead.
2) durability. To qualify for production, it needs to be able to run continuously at full power indefinitely and be tolerant of regular grade fuel in the face of the worst possible combination of production tolerances. (i.e., car must be autobahn proof)
3) emissions and fuel economy. I don't know if it effects emissions. Fuel economy measurements are made with a driving cycle that includes full throttle part of the time. More power, even if the engine is mechanically the same and gives the same economy in real world driving, will cause a lower number on the window stickers.
