It connects to the Tel 1 harness, doesn't it? On my '03 9-5 Aero, I simply unplugged it. You can pull power from the Onstar unit itself, directly at the unit, too.
My '08 9-3 Aero has the new, digital Onstar so it's not an issue. My '04 Chevy Trailblazer has the analog version and since analog cellular was turned off, it doesn't bother me if the Onstar is still powered up in the truck. I guess I don't understand the need to "disable" it.
FYI, I got the GM letter on both vehicles ('03 9-5 and '04 Trailblazer).
