2007 and newer SID (SAAB Info Display) has a differant service indicator. Earlier 9-3's oil quality would go back to 100% when reset. 2007 and newer cars will reset back to 100% after the service around 30,000 miles.
heres what the bulletin from SAAB said.

The service indication has been changed, from and including M07. A percentage value is shown on the car's display which is calculated based on the remaining service life of the oil, as well as driving distance and the number of days to the next service. It is normal for the percentage value in SID to be lower than 100 (sometimes considerably lower) after servicing has been carried out and the service indication reset. The 100% value will only be displayed when the "Main and intermediate service" has been indicated in SID and reset.


The strange thing about this is on US cars we do a "Main/Intermediate" service at 20,000 mile (9-3s before '06 used 30,000 mile). But SID won't indicate a "Main/intermediate" service until 30,000 miles, so I guess SID service messages were not changed when SAAB USA made the change to there new service program (20,000 mile main/intermediate).

And the other part of your problem. YOu said the fuel Quality was reading blank? I'm not sure what you mean by fuel quality?
I do know if the clock is not set to the correct date, the service indicator on SID will show blank (2 dashes I think) SID uses the date on the radio for calculating time to service (1 year).
