You can remove the ignition switch in the console however it is a sealed unit. If the unit is sticking, I would recommend just replacing the entire assembly as they are only about $120 from Saab PN12801010.
To remove the switch, remove the console side covers by
-Removing the screw at the rear and sliding the panel toward the rear of the vehicle.
-Remove the gear selector panel by prying it up at the edges. If you have an auto, then remove a plastic clamp which holds the piece together. The screw is at the rear of the selector console in front of the key.
-Remove the cover under the handbrake by pulling it off and also the cover for the smart slot on the pass side. Then remove the smart slot base by two screws.
-Like a 9-5, there is a rubber mat inside the console. Remove this and the two screws below it and remove the console.
-Now your able to remove the switch and the harness for it.
I do not beleive any Tech 2 programming is required for the replacement switch as all the security and access codes for the keys are stored in the CIM module behind the steering wheel.
