In my quest for a left-over deeply discounted '08 9-3SC with a 6spd manual transmission I had to settle for a car with no cold weather package - kind of annoying in Maine. I installed an aftermarket seat heater kit on the driver's side, and will do the passenger side eventually. Cost $99 and about 4hrs of my time. The seats come apart quite easily, with due care taken to follow the WIS proceedures in regards to the airbags. The worst part is actually getting the power seat out of the car, they are very heavy and very awkward to maneuver. I used the cigarrette lighter circuit for power, it is rated at 30(!) amps, the seat heater I used only draws 5 on high.
I also plan to retro-fit the headlight washers at some point.
