Your 9-3SS projector beam headlights use the tradtional European beam pattern rather than the US DOT pattern which came with all your previous Saabs listed. Unlike the DOT pattern, the European pattern does not produce a "hot spot" of light, but rather spreads the beam uniformly, giving the illusion of dim light but in fact providing better illumination - especially to signs and objects off to the right of the roadway.
If the above explanation is all wet, and your car's lights are indeed much dimmer than they should be, then you have some digging to do. Is the color redder than it should be? That would indicate low voltage. Typically Saab's headlight circuits is pretty independent from side to side (separate fuses, wiring, and relay contacts) so it would take a fault pretty close to the battery terminal, and such a sagging voltage in the main wiring would likely send the computer into a snit. If the color is correct but the light output is low, then there must be some blockage in the optics or tarnishing of the reflectors - having that happen in both lamp assemblies seems odd - unless the front of the car was under water.
