I think if you read the owners manual it shows how to reach and pull an emergency thingy inside the trunk. Most cars usually have that with an power lock fuel door but not all.
The electric motor have probably given up after it locked the door.
I think in 05 or 06 they removed the power lock feature all together on the 9-3.
Have you had any electric repairs done to the car recently. Maybe if they replaced a module they forgot to code the new module that it have locking fuel door.
