Foglights not working

A mechanic jumpstarted my car and ever since my foglights do not work. I have checked all of the fuses and switches to make sure everything is in place and replaced them with brand new bulbs. My headlights are now able to be turned off where as before my xenons would stay on no matter what position I would put the switch into. Also the foglight signal does not show up on my dash when I press the foglight button. My rear foglights however do work.

Is this something that I need to buy a part for or have it reprogram with a tech II? Is there any fuse or switch that I may be missing? I really want to avoid the saab dealer if I can, but if a tech II is required then I will have to suck it up.
