Tech2 and O-bus?

Radio and driver display are dead...... Already tried 2 others amps under driver seat. Are the dealers the only ones that can check for fault codes with Tech2? How can I tell if the O-bus (optical bus) is working OK? Also the green dash / radio control back lights remain on all the time even if the car is turned off....Anyone know of any good Saab techs in northwest Indiana?
