I think the inner bulb is used as flash-to-pass when DRL's are disabled.
It is more about that on the 9-5 board and how some have rigged the relay to make those come on together with the regular hi beam.
Unfortunately, since the 9-5 and 9-3 doesn't use the same electrical logic's, I'm not sure if the same can be done to the 9-3. I have not fiddled with that myself so I don't know if it is possible to program the UEC in some ways.
