US-DOT rules for the longest time did not allow rear foglamps AT ALL. By the time they were allowed, the corresponding rules in Europe allowed only one rear foglamp and it had to be on the side closest to the center of the road. That means it's on the right in England & on the left almost everywhere else.
We had a 2001 9.3 and there were foglamps on both sides, but you only install a bulb on one side or you're in violation of vehicle lighting laws. If any police would even notice, they COULD write you a ticket (if he wanted to be that way).
Older cars like the 74 BMW and 89 900 that we used to own, had red reflectors in the foglamp position within the rear lamp clusters. Just in case anyone ever wondered why there's an unused lamp socket behind a completely opaque reflector.
