Unfortunately, this is not a problem that can be resolved over internet. We can guess but that's about it.
ISM could be the culprit and it sounds strange that they cleaned it out instead of replacing it the first time, especially for that price tag.
Your post is also a little bit confusing and contradicting since you say first that you have full power when turning key on and then you say, just nothing when the key is turned on but I assume you mean you have a no cranking over syndrome when the key is turned to the cranking position, right?
So starter motor could be another possible culprit. And just about anything disturbing the CAN network system could be a culprit.
They might know exactly what the problem is now after doing more fault tracing but it sounds more like they are not sure but if they get enough money commitment from the customer, they can search further for the problem.
It is lots of different tests that needs to be done and verified and since we don't know how it was done, it is difficult to give a straight answer.
