Handlebrake Handle assembly spring

I am steadily tracking down issues on a used 2003 9-3 I purchased a number of months ago (130k miles). The e-brake handbrake is sticking while engaged. I checked the dealer and for some reason the VIN does not show it qualifies for the campaign assembly replacement. :-(.
I know that pumping the foot brake pedal relives enough tension to help disengage the handbrake. However, it is becoming harder to do so was the temperature drops into late fall here in New England.
The previous owner must have had trouble as the handle was loose and they broke part of the lower snaps holding everything together. Plus, there is suppose to be a 'spring' inside which is not there. Does anyone know what is the purpose and location of the missing spring? I am wondering if this is part of the reason why the handle is not releasing? I assume it is related to the button.
Plus, there is some slack on the wire end inside the handle that, if tightened, may help my cause in more easily releasing the brake. Anyone know how that may be done within the handbrake assembly?
