Yes the rotors do come off the hub. First remove the brake caliper and then remove the small screw holding the rotor to the hub then remove the rotor (may need to hammer off if there is lots of corrosion) Also if this is rears you are talking about, release the parking brake. You may also need to turn parking brake adjusters in a little if they are too tight.
Are these front or rear sensors your talking about? Did you test the sensors?
If you are talking about the rear sensors, here's something that may help.

Subject: ABS DTC's C1381 and C1382 Return After Replacing Rear Wheel Speed Sensors

1999-2005 Saab 9-5 Sedan
1999-2005 Saab 9-5 Wagon
The following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
CONDITION/CONCERN:
A Technician may find ABS DTC's C1381 or C1382 have returned after rear wheel speed sensors have been replaced. By following the WIS diagnostic this may lead to a sensor or ABS ECM replacement, only to have the same codes C1381 and C1382 reappear.
RECOMMENDATION/INSTRUCTIONS:
Have Technician inspect and rebuild junctions J108, J109, J110, J111 for the rear ABS sensors. These are located approximately 380 to 480 mm respectively, from branching point of fuel pump/Evap pressure sensor towards the left rear door.
