I think any 9-3 from MY 2007 and newer will be extremely reliable. Ditto for any 9-5 from 2006 and newer. The 9-5 is larger but does not have side curatin airbags for the rear passengers (a big deal for me with two kids in the backseat) so I'd lean towards the 9-3.
If you're in So Calif, Saab of OC has a nice '08 wagon with 15K miles for a bit over $18K. You might be able to get one for under $18K if you're patient (but you'll have to be as availability is verrrrrry limited).
