Headlights won't turn off with key removed. (long)

I'll start by saying I have a 2000 9-5 so I'm not experienced with the 9-3. A friends' 2002 9-3 convertible has a problem with the headlights(headlights only) not turning off with the key (it's not the follow me home, they stay on too long). I went to look at it tonight thinking maybe it was the orange relay but replacing it with a known good one revealed the same problem. Researching my 9-5 WIS I'm thinking I'll try replacing the low beam relay and see if that does anything. I'm also going to try spraying some contact cleaner into the ignition switch. I got them to turn off a couple of times by starting/stopping the car and turning the light switch on/off, then tried the follow me home function which worked but they never turned off. I tried removing the batt cables, as soon as I put it on the headlights came on. It also stalled twice, on the third try I gave it some gas then it idled fine, don't know if that's related. I also noticed the hole by the Onstar buttons sounds like a fan running and that won't turn off. I took the batt cables off for the night. I've done some searching but most turn up DRL problems. I hate working on unfamiliar cars.
Does anyone have any suggestions on this? Thanks.
