Even if the 07 is CPO'd, the new car warranty is still a lot better. Also, you get the maintenance program. Then there is the 08 redesign which removes the chance of faded black plastic on the exterior since it has none on 08+ cars.
I was in your exact situation in November. Went looking at used 9-3s, drove some, and they were fine. Just nice used cars (with all of that baggage), each one having someone else's quirks. One needed tire balancing, one had pulsing brakes, one didn't seem very quick. Then just happened to talk to the guy about the drastic discounts on the 10's. If the extra money for the new car won't hurt you, I'd say thats the best way to go. 3-4 years is a long time for a previous owner to wear things out that might or might not be covered by CPO.
