As for brake price, seems mine was 450 for the front and about the same for the rear (900 total). But, that was with new rotors and pads. Your best bet for saving some cash is to get the items you need yourself and let your indy install them. I got lucky and found some brimbo rotors for pretty cheap (they were discontinued) and since I had a good familiarity with the mechanic at the dealer, he installed them. As for the proper serial numbers, I have no idea. I found some green stuff pads for dirt cheap but of course they didnt work so you cannot always trust what the local auto parts store's computer tells you. As far as needing both rotors and pads, that is normal. Saab uses a fairly soft rotor and similar pad so there is no noise and great stopping. I want to think the dealer charges close to 300 for the front end brake parts so you could save there. As for diy, those brakes are a pain for me at least. The key on the calipers is like something I have never seen.

As for the rear end, maybe get a second opinion. I'm not implying any dishonesty by the dealer, but I know those frames can take a beating so to save a grand, a second opinion would never hurt. Good luck.
