The problem with suggestion what to do at the same time is like a three stage rocket where the price tag keeps climbing for every level.
Since it was some issues with the early engines in regards to timing and balance chains and guides and that Saab came out with a timing chain/sprocket kit and that the timing chain has to be removed to replace balance chain and sprockets, the best advice would be to start fresh with new balance and timing components if anything. But that brings the price tag up to some $1500.00 not including the water pump.
So all depending on how the car looks and what the customer plans are for the future with the car, it is many different ways to go.
