On a 83 900 without A/C compressor you could probably throw a water pump in for under $50-60.00 doing the job yourself and on a Volvo 240 non turbo stickshift, a radiator might be under $120.00 doing the job yourself so it sounds very expensive for that BMW.
But I assume we are talking about a 9-3 Sport Sedan with the 4 cylinder engine here? Or in an even worse scenario, the 9-3 Aero with the V6 engine?
Maybe around $1500.00 and up or so for water pump, radiator, thermostat and a couple of hoses. If you want ALL the hoses replaced, it is certainly more.
If you search around a little bit on this board you will see that it takes a special tool to hold the water pump chain in place on the 4 cyl and removing the exhaust system and catalytic converter to get to the water pump and thermostat just to name a few obstacles for the job.
The thermostat on the V6 engine is a nightmare (especially with the old paper gasket) unless you opt to remove the complete turbo unit in the process.
