This post belongs more on the NG900/9-3 board with your model.
Sometimes the throttle cable might get rerouted the wrong way if someone has been working around the throttle body and that might kink the cable.
I would disconnect the cable from throttle body and see if it slides back and forth inside the sheathing easily. And check if the gas pedal moves freely with cable disconnected.
You can zip tie the cable high to hood and start dripping oil onto the wire and let it wick its way into the sheathing. That might get some result.
