Yea the owners manuals suck...
It is maxi fuse number 5 in the REC/rear electrical center (30amp I think). Shows to be controlled from the BCM and ACC/MCC unit over I-Bus network back to the REC. The relay is R4. Lastly, check continuity between the heater grid connector on the left and right sides. If there are damaged lines in the grid, it may show open circuit.
