I also have an '06 Aero combe. There is rough shifting at times and had the TCM re-flashed in 2011. It did help for a few days but back to the same shift pattern again. I did find the followin in WIS, it does explain downshift properties:
Shifting
The determining factors for changing gear are two values; current gear and target gear. Current gear is the one engaged at the moment and
the target gear is the one TCM wants to change to. As long as these to values are the same there will be no gear change. Gear changing is
initiated only when the target gear differs from the current gear. It is mainly the vehicle speed and acceleration that determines the target
gear in automatic transmissions. The vehicle speed is taken from a special sensor, output speed, while the acceleration is taken from the
engine management system (ECM) via the bus.
Gear changing must also follow a permitted schedule. If a direct change to the target gear is not present in the schedule, there will be an
intermediate gear change. If, for example, the car is in 5th gear and the accelerator suddenly indicates a target gear of 2 (kickdown), the gear
change will be 5 --+ 3 and 3 --+ 2. This is because 5 --+ 2 is not a valid gear change ( refer to the section Mechanical for more information on this).
