Maybe the correct size is 3-inch, but one of the commonly available PVC sewer clean out fittings has appropriately sized ears molded onto the outside of the hub that are the right size to engage the tabs on the inside of the plastic lock ring.
Drilling a cross hole through the fitting large enough for a piece of 1/2-inch re-rod will give you plenty of mechanical advantage to re-seal the lock ring.
Oops! The trick I described above is for the 9-5 fuel pipe lock ring. I forgot which board I was on and this trick may not work for the 9-3SS.
