The pump runs every time you start the engine cold (like sitting overnight). Not just when the weather is cold.
Unfortunately, you can't just clear the code right before you go for emissions. The engine computer keeps track of how many "driving cycles" have been completed since clearing the codes, and the emissions shop can see all this info logged in there.
This is one of those 2003 specific nuisances that makes people avoid the model year, because there's really no workaround for the P0411 aside from replacing everything.
Don't forget to replace the valve too. Pump failure is a result of the SAI valve failure, allowing exhaust moisture to collect in the pump.
