Discussed this with a Saab tech friend who still works at an authorized service center in NY. The recall must be performed by a Saab center who ALSO has a GM brand as a current car line. This is because the GM database is used to process the payment and recall internally and has nothing to do with "Saab". So your local independent shop who is an authorized service center or non GM brand dealer who is a listed service center cannot perform the recall. Also excluded are GM brand dealerships who are not authorized Saab service centers.
