About every car I test are lower than reality. Odometer must be within 1%, for warranty and legal reasons, but speedometer error is tolerated. In some VWs, the error is around 2-3 km/h under 100 km/h, but raises to 7 km/h at 120. For you US, that is 2 mph at 60, and 5 at 75.
If you have stock sized tires that are properly inflated (this is important !), your Saab should be over by 2-3 mph under 75. That's what my 9-5 and 9-3 are.
