Just for grins, I went out & looked at mine. And I guess you're right.
The wiring plug on each bulb is pointing about 7-o'clock, so it would be installed at about 4-o'clock & rotated clockwise. That is, if you pretend you're viewing from the position of sitting inside the car.
The picture in the book is confusing to me. I can't tell if that's drawn to represent what you'd see if you bend over the front bumper & look at the light upside-down???
In any case, 1 of the 3 tabs on the bulb is larger than the other 2, so I think the bulb won't go in if you try the wrong position.
