I've had some pretty awful scratched CDs from the library... so I guess it's not an issue when you subsequently play one of your own "good" CDs?
I've had pretty good luck with some real fine polishing compound, but it's tedious by hand. Try to polish in a radial direction. I've also finished up with even finer compound (swirl-mark remover?) that you would use as the final polishing step after painting a car.
So far I haven't bought one of those CD-cleaning devices but I've thought of it.
