I got the answer by doing the job. Turns out that, contrary to the WIS, it *IS* possible to replace the headlight assemblies without dropping the bumper. Remove the three 8mm bolts in the wheel well that connect the bumper to the wheel well skirt; remove the clip and bolt in front of the radiator closest to the headlight assembly; pull out on the bumper where it meets the fender, and you CAN reach in and find that bottom bolt (10mm) that holds the headlight assembly in. Remove that and the other two bolts holding in the headlight assembly (8mm and 10mm), and with a little elbow grease you can pull it out. Don't forget to unplug the electrical connector (and to plug it back into your replacement assembly before putting it in position). It takes some semi-gentle force to get the assembly past the bumper, but I was able to do both assemblies in about an hour... the second one went WAY faster than the first. MUCH easier than taking off the entire bumper would have been.
