Same issue for me. I asked the forum about the damnable rev-hanging between shifts when I bought my '06 Aero manual in 2015, answer was "that's how they are". A 900 Turbo driver for 22 years with a well-behaved normal-driving cable throttle system instead of this %&$# drive-by-wire, even after four years the 9-3 still annoys me every day. Such a wonderful car in all other respects! Shifting first-second-third is the worst. To fake the car out so it's more drivable in town I stay in first gear a bit and then go to third, then fourth or often fifth, the V-6 has so much torque that it doesn't notice. I removed and took my throttle body apart expecting to see some wear or sticking in the butterfly shaft or similar, found nothing wrong. Next I thought of buying a used or new throttle body to see if it would make any difference, haven't done that yet. Try it with your A/C on, if it's like mine the rev-hanging will diminish and the car will seem almost normal. If you find a solution please post it!
