Sounds like the ESP is ding its job. While braking an outside wheel may seem more approprite, that would throw the car into an induced understeer; braking an inside wheel (regardless of how unloaded that wheel is) would keep the vehicle on its intended path.
Think of it as "pulling" the car into the arc, rather than "pushing" it in.
